Charles J. Haughey, the brash, tough-talking leader of Ireland's
political opposition for the past four years, won his bid to become
prime minister today. But his Fianna Fail party failed to get the
outright parliamentary majority that he had promised would bring
Ireland political stability and a brighter economic future.
With 81 seats in the 166-member Parliament, three short of a
majority, Haughey will have to seek backing for his minority
government among a handful of independents and small political
groups. The premiership goes to the leader of the party with the
most seats.
