Article: Fresh blow to free personal care system

FRESH evidence of problems within the system of free personal care for the elderly emerged yesterday in a report warning of big differences in the way councils assess needs and calculate costs.

The warnings came in a research report for the Executive, which complained of a "lack of clarity" in how the costs should be calculated and pointing out wide variations in the assessment of need.

The report said that councils and ministers had not studied several factors in sufficient detail, including the cost of making assessments, the impact of changing patterns of care, and improvements in quality.
