GORDON BROWN clearly delivered a "green" budget on Wednesday, with
several policies aimed at encouraging people to reduce their carbon
footprint. As expected, given how environmental issues have moved up
the political agenda in recent times, the Chancellor tackled the
Conservatives head on.
He said he was talking to lenders about creating a new market for
green mortgages. These are loans that are to be used for immediate
capital investment in energy efficiency.
While first-time buyers were disappointed by Gordon Brown's
decision to leave the threshold for stamp duty untouched at GBP
125,000, zero carbon homes under GBP 500,000 are exempt from the tax
