Article: Soviets Meet Cutback Deadline at U.N.; U.S. Officials Say Number in Mission Drops Below Target

The Soviet Union has quietly bowed to U.S. demands that it limit its U.N. mission staff to 221 or fewer people by April 1, American officials said today.

By beating the deadline, the Soviets averted another round of the successive expulsions that shook relations between the superpowers last fall.

This time, said U.S. mission spokeswoman Irene Payne, "we didn't anticipate any problems. They've assured us that they're below the mark, and that jibes with our records."

U.S. officials said there were 206 Soviet mission staff members in the country-15 below the maximum set by the State Department-24 hours before the deadline of midnight Tuesday.
