Yvonne McBride, chair of the Governors Highway Safety Association
(GHSA) and Barbara Harsha, executive director of GHSA. McBride is the
Governor's Highway Safety Representative in Georgia where she serves
as director of the state's office of highway safety. GHSA members
are charged with developing and implementing their governors' highway
safety plans and administering federal funds that target alcohol-
impaired driving, among many other behavioral highway safety
programs.
