Nearly a year after Kurt Waldheim was elected president of Austria despite an international outcry over his record as an officer in Hitler's army, this nation remains intensely frustrated that the controversy persists and is worried that Austria's image may have been tarnished for years to come, according to officials, diplomats and commentators here.

In a sign of top-level concern, Austria's widely respected Chancellor Franz Vranitzky said that he will raise the Waldheim issue during an official visit to Washington in late May and defend Austria against charges that it remains in the "shadows" of Nazism.
