Friendship Heights, the tiny neighborhood of high-rises just over
the District line in Montgomery County, has stepped into the
limelight often by passing laws dealing with controversial social
issues.
The activism of this 5,000-resident community seems at odds with
the image of a high-rise canyon. But the community spirit that has
produced efforts to ban bullets, handguns and cigarette vending
machines appears to be piercing the towering walls of apartment
buildings and condos and paving the way for a more conventional
community structure.
