Two official inquiries into the Jonathan Pollard spy affair
tonight reported that Israel's senior political leaders bore
responsibility for failing to uncover and end the espionage operation
in the United States but did not recommend action against them.
Taken together, the two reports constitute an unprecedented
attack on the abilities of Israel's top leadership.
In a critical report, a seven-member parliamentary subcommittee
singled out Defense Minister Yitzhak Rabin and his predecessor, Moshe
Arens, now a minister without portfolio. It said the two men bore
ministerial responsibility for the affair, which has seriously
strained U.S.-Israeli relations, because the spy agency involved, ...
