The spirit of James Watt is alive and well at the National
Capital Parks and Planning Commission. Last week employees of the
commission drained the pond at Kemp Mill Park-foul-smelling sludge
and beautiful Japanese Koi and all-into Sligo Creek.
Commission officials say they tried to save the Koi fish, but
neighborhood residents and volunteers from Save Our Streams and
Maryland Legislation for Animal Welfare collected more than 1,000
