JEFFERSON CITY - The Missouri House and Senate seem to be at
loggerheads over an economic development bill that has been loaded
with tax breaks for various special interest groups.
Rep. Ron Richard's legislation started off as an expansion of the
state's Quality Jobs Act, which allows employers to recapture part of
their withholdings if they pay at least 100 percent of the county's
average wage and provide health insurance to employees.
Over time, the bill's initial purpose wasn overtaken, and it now
is slated to provide tax credits for development in cities,
exemptions for beef ranchers and incentives for movie production.
Even the Quality Jobs cap, which the Senate wanted to raise to $30 ...
