WINFIELD - Before a West Virginia teen-ager can legally drive a car, he may already have been behind the wheel of another motorized vehicle: an all-terrain vehicle.

The teen doesn't need a learner's permit or driver's license to operate the three-wheel or four-wheel vehicle. He isn't required to wear a helmet.

"How often have you seen a 12-year-old on a rural road with no shirt, no shoes and no helmet on driving an ATV?" Putnam EMS Director Tom Barton asked.
