WINFIELD - Before a West Virginia teen-ager can legally drive a
car, he may already have been behind the wheel of another motorized
vehicle: an all-terrain vehicle.
The teen doesn't need a learner's permit or driver's license to
operate the three-wheel or four-wheel vehicle. He isn't required to
wear a helmet.
"How often have you seen a 12-year-old on a rural road with no
shirt, no shoes and no helmet on driving an ATV?" Putnam EMS Director
Tom Barton asked.
The answer is frequently.
Earlier this year, the Legislature didn't pass an ATV safety law
that would require ATV riders and drivers to wear a helmet and would
give counties the ability to ban the machines all ...
