Article: West Virginia 18th-smartest state, report says

West Virginia ranks as the 18th-smartest state in the country, according to a new report.

Morgan-Quitno Press of Lawrence, Kan., compared states in 21 areas, such as spending per pupil, high school graduation rates and reading and math proficiency. States gained points for some conditions and lost points for others.

Connecticut ranked first with 13.04 points, followed by Vermont, 12.33; Montana, 11.43; New Jersey, 9.81 and Maine, 9.65.

West Virginia scored 3.53.
