THE TINY Lincoln County community of Big Ugly has a solution to
share with the rest of America.
Big Ugly's "Dreamers Project" has been included in "What Makes a
Solution?," a 64-page booklet published by the Pew Partnership for
Civic Change in Charlottesville, Va. The report summarizes efforts
around America that have been shown to help solve problems, sometimes
in small ways.
In this case, the problem is the cycle of rural poverty, isolation
and hopelessness.
In Lincoln County, young people enter a "dream contract" at the
start of the year. The contract binds the family, a community member
and a project staff person. Together, they pursue specific activities
