institution should be free to choose a form of civil partnership for
the sake of their and their children's security.

These proposals are the Government's way of putting another nail
into the coffin of the institution of marriage. The arrangements
proposed would be open to abuse by those seeking to set up a home
with a wealthy partner and then fleecing them in court later.
