Sparks flew Thursday as state and local government officials sparred in the Statehouse on who is to blame for higher property tax bills in the first of several statewide meetings on the issue.

"In the end, the blame came back to the Legislature saying we didn't do anything," said House Speaker B. Patrick Bauer, D-South Bend. "We did."

Bauer said that the one-cent increase in the sales tax, which funded property tax cuts, has been lost in the shuffle.

"That one-cent increase wasn't to give more flexibility to increase property taxes at the local level," Bauer said. "If we put that penny in the budget, we wouldn't have a budget problem."
