Ed Cooper Jr. is incredulous.

He can't believe Hydro-Prop chairman Gary Garbrecht is planning to impose restrictions on his U-3 piston-powered unlimited hydroplane.

After years of struggling to compete against the faster, technologically superior turbines, Cooper's new boat won three of six races last season, including Evansville's Thunder on the Ohio.

Instead of being rewarded for his efforts, Cooper is expected to be penalized. He's so upset that he's considering quitting the sport.

"I'm still stunned by the whole idea, that we're too dominant or have an advantage," said Cooper, a Posey County resident who co-owns the U-3 with his father, Ed Cooper Sr.
