The health care radar screen is blipping toward national health care reform, but it probably won't happen until after the 2008 presidential election, a Washington, D.C., expert on the issue said Thursday.

"History tells us we're likely to respond when employers can no longer tolerate rising health care costs -- and I think we're getting close to the breaking point -- and when the uninsured become a middle-class concern, not just a concern for the poor," David Helms said during a talk at Colorado College.
