For a man who has hobnobbed with Chicago mayors for decades and enjoyed extraordinary access to the halls of power, the last two years must have been excruciating for Oscar D'Angelo.

After a 36-year friendship with Mayor Daley, D'Angelo has been frozen out of the mayor's inner circle following one of the biggest scandals of Daley's 13-year administration.

D'Angelo embarrassed the mayor--not once, but twice in the spring of 2000.

First, he agreed to make $10,500 in interest-free loans to deputy chief of staff Terry Teele and Teele's brother, forcing the resignation of the mayor's infrastructure czar, governmental alter- ego and close friend.
