Despite a giddy climax high on the Eiffel Tower, this comedy- action sequel feels as if it's running on empty.

The first two Rush Hour movies were box-office hits, but the energy level and creative ingenuity have dissipated in the six years since Rush Hour 2 to the extent that Rush Hour 3 feels as if it's running on the exhaust fumes of past successes.
