NORCO - Can the public get a staff report before the City Council,
commissions or boards receive them?
The answer is yes, said Katherine Keating, general counsel for the
California First Amendment Coalition.

This calls into question a policy employed by the city of Norco
that might be in violation of the California Public Records Act.
After negotiations broke down last month between city officials and
