Virginia Del. John S. "Jack" Reid (R-Henrico) was on the floor of
the House of Delegates, trying to make a serious point about
teenagers cavorting naked, and all his colleagues could do was make
jokes.
Behind him, the chairman of the Transportation Committee flashed
his blazer open provocatively. Another delegate yelled, "Take it
off!" And right in the middle of his floor speech, Reid was
interrupted by Del. Robert G. Marshall (R-Prince William).
"Will the gentleman yield?" Marshall asked.
"No," Reid said, waving his hand, knowing what was coming.
"I just wanted to get at the bare facts, Mr. Speaker," Marshall
said.
"If it's a serious question, then I'd yield," an increasingly red-
