Creative Sheffield became operational in March 2007 with the remit of leading an economic transformation of the city.

Chaired by a corporate high-flyer in the shape of Sir Peter Middleton, the former group chairman of Barclays, it has a largely private sector board.

The independent company was established by Sheffield City Council, Yorkshire Forward and English Partnerships.

Plymouth's shadow board visited Sheffield to see how it works earlier this year.

Mr Leece said the shadow board members had "very constructive discussions" with the Creative Sheffield team.

Creative Sheffield has been in the planning for around four years but was formally launched last September.
