JEFFERSON CITY, Mo. - A week after killing the state's proposed
school funding formula, a House committee on Wednesday breathed new
life into the bill and sent it to the House floor.
The Foundation Formula bill, authored by Sen. Charlie Shields, R-
St. Joseph, passed by a 15-8 vote. A similar version of the bill
failed 14-9 in the same committee on April 27.
Rep. Martin Rucker, D-St. Joseph, who voted against the bill last
week, was one of the committee members to switch his vote and was the
only Democrat to vote in favor of the bill.
He said he still thinks the formula needs work but said those
changes could be accomplished on the House floor, or when Senate and
