In a way, Greenbrier County Circuit Judge Jim Rowe is a reluctant
candidate for the Supreme Court. He stepped in after several others
decided not to challenge fellow Democrat and incumbent Justice Warren
McGraw.
But Rowe firmly believes that McGraw must go.
"Someone needed to take this guy on," Rowe said in a recent
interview. "When I couldn't get a commitment from anyone else, my
wife and I talked about it. She said absolutely do this."
Rowe said he encouraged House Speaker Bob Kiss, with whom he had
begun his four terms in the Legislature in 1988, to launch his
exploratory court bid last year. But Kiss, D-Raleigh, announced in
September that he would not challenge McGraw.
