THE ILLINOIS RACING BOARD declined Tuesday to grant an emergency
petition to striking harness horsemen that would have suspended all
nighttime simulcast wagering in the state until the end of the
current sulky work stoppage.
By an 8-0 voice vote, IRB chairman Dennis Bookshester and seven
attending commissioners decided negotiations between the Illinois
Harness Horsemen's Association and the Balmoral/Maywood combine would
proceed without state interference. The IHHA has been on strike since
Jan. 1.
SAID WALTER DUDYCZ, the executive director of the IRB: "The board
deemed it best not to get involved in a labor dispute between these
