Do we call him Governor Napoleon?"Napoleon" is state Treasurer Judy Baar Topinka's word. She is complaining that Gov. Blagojevich would like to appoint an "executive inspector general"-- a state ethics czar who will oversee everybody's ethics. But who will judge the czar's ethics? And who will judge the governor's ethics? The executive inspector general he appointed? Not likely.

The idea was spawned by a governor who acknowledges he got a C in constitutional law. A governor who says he was so busy at Pepperdine University, located on Malibu beach, that he barely knew where the law library was located, there was so much surfing and sunbathing going on.
