Montgomery County Executive Douglas M. Duncan has proposed
doubling the number of cabs doing business in the county as part of a
wholesale revision of the local taxi code that he promises will
resolve longstanding complaints about service.
"This legislation sets performance standards for taxi service and
increases competition -- and the clear winners will be Montgomery
County consumers," said Duncan, who sent the proposals to the County
Council yesterday.
The plan's most significant provisions seek to break the near-
monopoly held by a single local company, Barwood Inc. Officials who
