Robert C. Pugh, 87, retired vice president of the Bureau of
National Affairs, a publisher of legal and regulatory texts, died of
pneumonia Dec. 31 at Potomac Valley Nursing and Wellness Center in
Rockville.
He held a number of top executive jobs at the BNA and was a
member of its board of directors from 1974 until he retired in 1987.
He joined the company in 1954 in Denver as the first sales
representative in the division that covered the Rocky Mountain
region from Canada to Mexico. Two years later, he was the company's
top salesman and received its Distinguished Sales Award.
Mr. Pugh moved to Washington in 1958 and rose to vice president
