There was Adam Loan last fall, hobbled by war, unemployed, with a
new baby on the way.
His native Covington seemed a dead-end careerwise, so he asked
for a state government job, citing an unusual credential: He was
badly wounded in the war in Iraq.
The Virginia Department of Transportation had a federal grant to
place wounded veterans from the Iraqi conflict in temporary, skilled
agency jobs as a supportive initiative of transition assistance.
Loan, 25, wasn't interested in long-term charity, just meaningful
work to support his family and job experience he could parlay into a
career.
