The prospects of an exchange of racist e-mail among state troopers being thoroughly investigated are far better today than they were a year ago, when the incident might have been brushed off.

A joint report last December by the New York State Police and Connecticut's attorney general found state police failed to investigate or effectively discipline troopers for their misconduct. It identified 19 cases -- including troopers who were never arrested although they beat up their wives or girlfriends or drove their cruisers while intoxicated -- in which investigations of the misconduct were incompetent, incomplete or disciplinary action was negligible.
