Frank-Walter Steinmeier is Minister of Foreign Affairs, Federal
Republic of Germany. Minister Steinmeier made this presentation on
February 9th, 2008, to the 44th Munich Conference on Security
Policy.
"Atoms for peace" these three words mark the beginning of nuclear
disarmament. Three words from President Eisenhower's famous speech
to the United Nations on 8 December 1953.
This speech paved the way for the Treaty on the Non-
Proliferation of Nuclear Weapons and the International Atomic Energy
Agency.
Although today even staunch advocates of the peaceful use of
nuclear power would no longer speak quite so enthusiastically of the
