The other day Secretary of State Colin Powell said that relations between the United States and China have never been better. This is a major accomplishment for President Bush and his emissaries.

At the beginning of the Bush administration, our relations with China were chilly indeed. In April 2001, a Chinese fighter plane collided with a Navy EP-3 surveillance plane over international waters and forced it to land. This illegal act and China's subsequent refusal to allow us to repair that Navy airplane so it could fly home created acute tensions between us.
