Dear Dr. Fox:
We have a six-foot privacy fence, but our young cats can still
jump up and over it. Do you have any suggestions -- something to put
above the wood fence or some foliage or herbs below?

You need to attach a two-foot-wide strip of sheet metal or plastic
along the top of your fence, secured with angle irons that are bent
inward at an angle of about 20 degrees from the vertical. This will
make it virtually impossible for the cats to get out of your yard.
