WEST END: The owner of Regent Street today unveiled plans to attract more money from outside financiers in a bid to boost shopping in the centre of London.

The Crown Estate has launched a feasibility study to see how it can create a new organisation to control its Pounds 2.2 billion portfolio around the retail area.
