Overcrowding and poor conditions at Exeter Prison mean staff are
now dealing with a "crisis management" situation, a report has
concluded.
Inadequate sanitation in a "depressing" wing for vulnerable
prisoners has come under fire, because inmates have to use a bucket
as a toilet if there is no guard available to escort them to
facilities.
The Independent Monitoring Board (IMB) has called for government
action to ease the problems, which it claims are putting pressure on
finances, resources and staffing.
The prisoner population stood at 480 in October 2007, compared to
a recommended level of 316. The maximum number of prisoners is 533
if cells are shared, but some prisoners need their own cell ...
