Background: The plaintiff commenced this action for the court to review the final administrative determination that he is not entitled to Supplemental Security Income benefits under the Social Security Act. An unsuccesful claim for SSI benefits was filed on the plaintiff's behalf when he was 15 years old in 2004. For evidence, the plaintiff offered letters from high school and college officials as well as a physician. The Administrative Law Judge found the plaintiff suffered from a learning disability and low back pain. The defendant moved for judgment on the pleadings.
