Animal control to be a pet plan?
TORRANCE: New council members may shift votes in favor of city-
based program. County service is criticized.
Before animal controlbecame a hot topic during the Torrance
election campaign, the City Council had been cool to the issue.
It was almost a year ago that officials renewed the city's
contract with the county's Animal Care and Control Agency -- against
the recommendation of a city commission that oversees animal control
and to the dismay of residents who had been pushing for city-based
animal control.
At that time, the 6-1 council majority cited budget concerns as
the main reason for the action.
