Judge says oil drilling ban amounted to end of lease

In what could be the final chapter of Hermosa Beach's oil drilling saga, a Superior Court judge has ruled that the city is not liable in a $100 million breach of contract claim filed by MacPherson Oil Co.

Conceding that the will of the citizens is stronger than a decision by the City Council, Judge Soussan G. Bruguera ruled Tuesday that a ban on oil drilling passed by voters in 1995 was an effective and legal end to a slant-drilling lease held by the Santa Monica- based petroleum company.
