Rwandan government not order Tutsi killing in 1994: witness

DAR ES SALAAM, March 23 (Xinhua) -- A former Rwandan mayor testifying before the International Criminal Tribunal for Rwanda said that he had never received instructions from his superiors to kill Tutsis, according to reports reaching here on Thursday.

Martin Ndamage, who served as mayor of Mugina in central Rwanda for 12 days between May and June of 1994, was testifying at the United Nations court in defense of a former Rwandan minister for commerce.
