Hmp Exeter, on the city's New North Road, was described by Anne Owers, chief inspector of prisons, as having failed to make any progress and she said its resettlement work had, in fact, deteriorated. The findings are part of the publication of a short, unannounced follow-up inspection of South West prisons.
