The bleak and cramped conditions at Exeter prison should be a
thing of the past, not something to be reported on and condemned in
the year 2008. Yet they seem to have gone from bad to worse. And
they could well be significant factors in a number of suicides and a
rise in the rate of prisoners self-harming.
Inspectors found that "HMP Exeter had failed to make any progress
since its last inspection and its resettlement work had in fact
deteriorated." They also condemned the continuing practice of
"slopping out" in one of the prison wings.
Clearly, there should be no place for this in any modern jail.
