At the inquest Toby's mother, addressing Det Chief Insp Steve
Clay, of Humberside Police, said: "I am confused about Humberside
Police and Lincolnshire Police taking the investigation and the
length of time it took you to take it up.
"I feel there were failings in the investigation which caused
Benjamin a great deal of anguish, which I think is unacceptable."
Det Chief Insp Clay said Somerby is an area usually covered by
Lincolnshire Police. However, under protocol it is an area where
either force could investigate.
He said there was a time delay in the case coming to him but once
he took it on he investigated it quickly.
