A Penn Township flasher has been arrested for the fourth time,
according to police in the Westmoreland County community.
Township Police Chief Mike Mastroianni said Samuel Belak, 56, was
apprehended again after he allegedly flashed a woman this morning.
Belak was arrested on similar charges in October 2005, February 2004
and October 2003.
In the latest incident, Belak will be charged with indecent
exposure and resisting arrest.
Shortly before 10 a.m., the woman was driving on Long Drive when
