BEIJING, March 8 (Xinhua) -- China's top legislature, the National People's Congress (NPC), kicked start a landmark Constitutional amendment which is expected to enshrine human rights protection for the first time Monday afternoon.

"The State respects and protects human rights," says the new expression to be added to Article 33 of Chapter Two of the existing Constitution, which has undergone three overhauls since its promulgation in 1982.
