Article: Arizona utilities back bill to halt 'clean-car' rules, but not for that reason

Major Arizona utilities have pushed for a bill to kill rules limiting greenhouse-gas emissions, an apparent reversal of earlier support for a state "clean-car" program.

The Arizona Department of Environment Quality drafted the rules to reduce carbon-dioxide emissions on new cars sold in Arizona, beginning with model-year 2011. They were part of a package of recommendations made by a climate advisory group created by Gov. Janet Napolitano in 2005.

The group included representatives from Salt River Project, Arizona Public Service and Tucson Electric Power. All 35 members approved recommendations for a "clean-car" program, outlined in an August 2006 report.
