TEXARKANA, Ark. (AP) - Say you jaywalk across State Line Avenue.
Who gets to arrest you, the authorities in Texas or the law in
Arkansas?
That's the kind of question that can arise in a place like
Texarkana, a town - or more precisely, two towns - on the state
line.
The most pressing question of late involves income taxes on one
side of the street vs. the other. But more about that tale of two
cities later.
There are two Texarkanas, separated by nothing more than a line on
the map: Texarkana, Ark., pop. 23,000, and Texarkana, Texas, pop.
32,000. They share an airport, a library and an animal shelter. But
they have their own mayors.
