LEADER OF THE PACK

A council leader spent pounds 7,000 of taxpayers' money on a 'leadership course' in America. Ian Clement went on the two-week Vital Vision programme when he was head of Bexley council.

Mr Clement, a Conservative who is now London Mayor Boris Johnson's deputy mayor for government relations, was given a place on the course free of charge but the bill for his travel and accommodation was paid by the local authority.

Ursula Ayliffe, the Labour candidate for Mr Clement's former Christchurch ward, said: "He argued that his cuts to Meals on Wheels were made to deliver value for money to residents. At the same time, he spent thousands on trips to America."
