How does rainfall affect water table?

QUESTION: What is the water table, how is it measured and have the recent snow and rain affected it?

ANSWER: The water table is not easily defined, but it begins at the top.

"Essentially, the water table is the top layer of the soil that is saturated with water," said Deron Muehring, civil engineer for the city of Dubuque. "The more it rains, the more the soil will fill up with water (and) the higher the water table will climb towards the surface."
