Albuquerque Public Schools doesn't just have a new superintendent
this week: it has a new management team and a new game plan for
student achievement.
Superintendent Winston Brooks, who officially took over the 134-
school district's top job on Tuesday, began shaking things up at APS
even before he arrived from Wichita, Kan. The site-based management
system at APS, long operated through a network of 11 high school
"clusters," is gone. Brooks is quickly replacing it with a team of
