HARRISBURG -- Despite high-profile charges filed in a state
corruption scandal, many Western Pennsylvania lawmakers say they
don't believe a special session on ethics would be helpful.
Lawmakers will get the opportunity to make that choice today when
Senate State Government Committee Chairman Jeffrey Piccola, R-
Dauphin County, articulates a formal ethics reform initiative that
would include a petition calling for a special session.
Piccola said a special session could include bills seeking
outside audits of legislative funds, a ban on bonuses, the
elimination of gifts from lobbyists and a possible constitutional
convention to consider structural reforms to the Legislature, such
